This report explores the conflict in the Kivu provinces in the context of the political transition in the Democratic Republic of Congo (DRC). It analyzes the November 2007 Nairobi agreement in relation to the July 2002 Pretoria agreement, exploring the actions taken since 2002 to address the demobilization, disarmament and reintegration (DDR) and security sector reform (SSR) processes. The report concludes with possible options on how to address these issues.
