This report assessess the key issues raised by the Kriegler and Waki Commissions in Kenya in the aftermath of violent outbreaks following the 2007 presidential elections. The author evaluates the challenge of implementing statutes of the International Criminal Court and recommendations pertaining to electoral reform and transitional justice. The report concludes that in order to promote democratic participation and prevent communal violence, civil society must play a role in providing humanitarian relief.
