This report explores the political crisis in Cote d'Ivoire in the context of peace agreements and political participation. The author discusses the Ouagadougou Political Accord (OPA) and argues that its slow implementation is based on a lack of political will. The report discusses the status and implementation of the OPA as well as the role of internal and external actors. It concludes with future scenarios for elections and political participation and offers recommendations for constructive political participation and security.
