This paper takes stock of the US-Philippine Alliance, which was formalized by a 1951 Mutual Defense Treaty. What’s important to remember, argues the text’s author, is that the Treaty isn’t a compact between national leaders. Instead, it’s an agreement between two peoples who share common interests that are ideally augmented by common histories and values. That's indeed the case here.
