This policy brief argues that in order to be more effective, the Intergovernmental Authority on Development (IGAD) must recognize the advantages it has over the African Union (AU) across the conflict spectrum, and focus its peace and security efforts more precisely. The authors also consider 1) the reasons behind the AU’s growing links with regional economic communities; 2) the contributions IGAD has made, and the difficulties it has experienced, in facilitating peace and security; and 3) the overall comparative advantages the Authority has in these fields.
