This paper examines the challenges facing the UN Mission in Mali (MINUSMA), whose mandate is to protect civilians in a context marked by violent extremism and counterterrorism operations. More specifically, the text’s author 1) analyzes threats to civilians related to violent extremism in Mali, 2) outlines the mission’s structure and unusually ambitious mandate, 3) explores the operational challenges it faces in delivering its mandate in a non-permissive environment, and more. The report also suggests possible ways to reformulate the protection of civilians for contexts of violent extremism.
