This paper contends that America’s space security policy does indeed need rebalancing. Yes, establishing norms, rules, and frameworks remains important, but greater emphasis needs to be put on near-term strategic restraints and space-related diplomacy. This expanded approach is necessary, argue the text’s authors, because 1) the days of American space dominance are over, and 2) it’s time to stop seeing space as an offensive or defensive military domain. Instead, it has become a complex environment that – in the interests of stability and peace – should be managed by a wide range of international players.
