This paper discusses the cybersecurity risks posed by the mistrust that exists between the US government and the country’s high technology community, and what might be done to overcome the problem. While the text agrees that repairing the rift may not be easy, there are potential areas for common ground, including 1) creating a devoted, advanced cyber workforce for the federal government; 2) lifting the requirements for technology companies that are operating abroad to store data locally; 3) deterring cyber-attacks by state actors; and 4) forging some type of compromise over the use of encryption and lawful access to data.
