This report grapples with how to measure the effectiveness of UN Sustainable Development Goal 16, which seeks to promote peace, justice and strong institutions across the globe. The Goal’s current progress can be measured with some accuracy, admits the text’s author, but problems remain with data availability, reliability and objectivity. Given these limitations, the author further argues that 1) capacity-enhancing investments have to be made in National Statistical Offices (NSOs) if they hope to measure Goal 16 accurately, and 2) third party initiatives will have to fill existing data gaps and act as sources of independent verification while the NSOs get their act together.
