Last year Norway, Belgium, Denmark, Portugal and Sweden established a new type of partnership in order to provide a C-130 transport aircraft for UN peacekeeping operations. This report concludes that this ‘plug-and-play’ approach, otherwise known as the Multinational Rotation Contribution (MRC), is a viable way to prod member states to contribute more niche capabilities to the UN.
