This study, which updates the one previously done in 2014, takes stock of the legal framework that’s required to facilitate effective security sector governance (SSG) in Georgia. In particular, the text’s author 1) reviews the current practices and norms that regulate the Georgian Armed Forces, Ministry of Internal Affairs, and the State Security Service; 2) stresses the need for additional parliamentary control of the security sector; and 3) highlights the impediments that are preventing the implementation of the current SSG framework.
