This paper investigates the multi-layered security governance arrangements that have developed in the restive Ituri province in Northeastern DR Congo. The authors particularly focus on Bunia, Ituri’s capital, which is facing high levels of violent crime, and on the Irumu territory, which is the location of an ongoing conflict between the Forces de Résistance Patriotique d’Ituri and the Congolese Army. Ultimately, the authors conclude that 1) while international support for non-state security actors can help mitigate insecurity, it shouldn’t be seen as a ‘magic bullet’, and 2) adding new security actors may negatively impact the safety of the local population.
