This publication contends that Canada faces a data trilemma in which it can only fulfill two of the following objectives at the same time: 1) data that flows freely across borders; 2) a high-trust data environment, and 3) a national data protection regime. The text’s authors conclude that in order to resolve this trilemma, Canada should work with its key economic partners – namely the EU, Japan and the US – to develop a single data area managed by an international data standards board.
