This brief argues that it’s the penetration of Ukraine’s politics by the country’s super-rich oligarchy that is the main obstacle to needed reforms. The text’s author particularly focuses on the judiciary and state-owned enterprises to illustrate how the nascent process of ‘de-oligarchization’ has failed to take hold. He then sets out a number of steps which the EU could take to help decouple the oligarchs from the political system, including helping to coordinate local activists, reform Ukraine's justice system and other domains, regulate privatization, and support a free media.
