This text contends that the 18 March 2016 refugee agreement between the European Union and Turkey represents a significant shift in Brussels’ policies, which now focus on 1) “border security, camps and quotas,” and 2) the voluntary resettlement of refugee groups. The text’s authors additionally point out that these adjustments are seemingly contradictory – they carry serious risks for refugee protection in the future and yet point to new forms of cooperation that could strengthen the EU asylum system.
