This paper contends that the growing number of UN personnel deployed to missions in violent, volatile, and complex settings has pushed the UN to improve safety and security efforts for its staff and civilians under its protection. The UN’s Peacekeeping-Intelligence Policy, developed in 2017 and revised in 2019, has been central to these efforts. This paper outlines the difficulties of creating and implementing this policy. More specifically, it looks at 1) the policy’s origin and evolution; 2) the challenge of creating guidelines and training programs that are general enough to apply across the UN and different missions; 3) key difficulties faced by the UN in its policy implementation, including those related to coordination, data management, gender, and more.
