This bulletin outlines three reasons why the US has failed to exert pressure or engage with North Korea. These are that 1) an end to North Korea’s nuclear program can only be brought about by the collapse of the Kim regime, 2) the US government and its allies cannot oust the regime due to the potential human cost this would require, and 3) China will not and cannot exert decisive pressure on the country. The text’s author also notes that while North Korea’s nuclearization appears imminent, mutual deterrence will hold.
