The EU’s 2009 Dual-Use Regulation, which provides a common legal foundation for dual-use export controls, is currently undergoing a detailed review. This paper analyzes the review options being discussed and the norms they should embrace (i.e., few additional regulatory burdens, greater security, and a respect for human rights).
