This report lays out how governments and multilateral organizations can better position themselves to deal with imminent crises. More specifically, the text’s authors 1) take stock of the current thinking on early warning and action practices; 2) review the recent lessons learned about the sources of conflict; and 3) highlight the diplomatic tools, coercive measures, and incentives that are realistically available to policymakers who work on preventing or circumscribing crises.
