This publication analyzes China’s nuclear strategy and weapons arsenal, focusing on its sea-based nuclear deterrence. The text’s author argues that Beijing does not strive for the ability to conduct nuclear wars, but rather seeks to deter aggression at a low level with a secure second-strike capability. As the diversification and redundancy of nuclear weapons enhances this capability, China’s submarine-launched missiles are best suited to ensure nuclear deterrence.
