This policy insight argues that while South Africa has done a fairly decent job of supporting the Democratic Republic of Congo (DRC) at difficult points since the 1990s, the assistance model it has pursued hasn’t met the demands of strategic state and institution building. That’s attributable not only to South Africa’s inability to master the challenging political terrain in the DRC, but also because of Pretoria’s ‘pushback’ against value-driven doctrines in its diplomacy.
