The three articles in this edition of the RAD look at 1) the Kremlin’s ties with Russia's regional governors, particularly in relation to the country's pending 2018 presidential elections; 2) the origin and development of federalism in Russia; and 3) how regional economic development has been undermined by local bureaucracies and presidential-level inattention. The edition also includes two maps which highlight the administrative subdivisions of the Russian Federation in 1999 and 2017.
