This publication contends that while the EU has financed various actions to improve the rule of law in Georgia, Moldova and Ukraine, the influence of oligarchs in these countries has not lessened, but changed in its form. The text's author outlines this argument by first examining the EU’s programs to better the rule of law in the three countries, as well as their implementation and outcomes. He then provides recommendations on how the EU could better constrain oligarchic governance in the three states.
