Effective reform has long eluded Ukraine, in part because transforming the country isn’t just about improving the transparency of the state. According to Gustav Gressel, it also involves a complete overhaul of the central government’s processes. The EU has worked with Kyiv to facilitate its “de-Sovietization,” but thus far the latter’s progress has been mixed, particularly when it comes to accomplishing judicial and administrative reforms. In this text, Gressel lays out what Brussels can do to rehabilitate these particular sectors.
