This paper examines the ongoing international debate over sovereign debt restructuring and proposes using ‘sector guarantees’ to facilitate timely and durable restructurings. More specifically, the text’s author explores 1) the prevailing debt enforcement gaps and poor intra-creditor coordination problems that currently exist, and 2) how sector guarantees may help address prevailing concerns over securing debt relief, pricing/risk mitigation, and effectiveness.
