According to this bulletin, the constant threats and accusations being lobbed by India and Pakistan against each other are indeed eroding their region’s security environment, and thereby contributing to further weapons proliferation. In order to break this cycle, Pakistan must at a minimum adopt a stronger counterterrorism policy than the one it presently has.
