This article maintains that to improve the UN’s ability to respond effectively to events involving mass human suffering, the organization should improve its situational awareness, which relates to the knowledge, understanding and anticipation of situations. To further this aim, the author also believes the UN should establish a reflexive and independent situational awareness system under the auspices of the UN Secretary-General.
