This report considers how the EU budget process could be both updated and reformed. Part I of the report outlines the present status of the EU budget, which isn’t ideally matched to modern realities. Part II then looks at the pluses and minuses of reforming the budget, primarily from a political and legal standpoint. Part III provides a strawman reform package, which is later analyzed in Part IV through a resources-expenditures lens. Finally, Part V grapples with ’big ticket’ issues, including the role of the EU budget in the Eurozone, the duration of the Multiannual Financial Framework (MFF),etc.
