Following the Turkish Parliament’s adoption of a comprehensive government reforms package, this bulletin examines how the nation’s impending constitutional changes will move it closer to a presidential system that will enfeeble parliament, weaken the judiciary’s independence, and further deteriorate EU-Turkish relations.
