This report analyzes developments in the protection of civilians (PoC) in UN peacekeeping over the last decade. More specifically, it includes four articles on 1) the role of the Security Council in PoC; 2) the challenges presented by the lack of host-state consent in certain peacekeeping missions and what this means for PoC mandates; 3) the state of PoC today and necessary reforms; and 4) challenges in engagement between UN member states that have hindered the strengthening of PoC over the last decade.
