This paper sheds light on China’s main goals and policy positions within the global cyberspace arena. The text suggests that in addition to tightening state control over Internet usage within its borders in order to restrict the flow of information, Beijing also uses the economic expansion of Chinese IT companies abroad to strengthen its position in cyberspace. Further, the author contends that China’s draft of the International Code of Conduct for Information Security seems to contradict both EU and US conceptions of an open internet and economic freedom, something that calls for a response from Washington and Brussels if they are to defend these fundamental rights.
