This paper highlights five ways to test the commitment of individual states to international cyber-security norms. As the text’s author sees it, sincere and committed states should: 1) implement measures to stop the malicious rerouting of Internet traffic; 2) focus on consumer protection and citizen safety; 3) cooperate with investigations and assist other states; 4) codify domestic criminal legislation to prosecute cyber-crime; and 5) build their capacity to investigate such crimes by training relevant authorities.
