This text reviews the results of a September 2016 IPI meeting that focused on how open societies should cope with borderless threats. The specific issues covered included 1) the governance of security, privacy and civic freedoms; 2) the different manifestations of right-wing and Islamic radicalization; 3) the drivers behind terrorism and how to stop them; 4) the spread of populism and authoritarianism; and 5) the growing lack of trust in political processes.
