This Bulletin examines the growing scope and aggressiveness of Russian espionage, as reported in the annual assessments conducted by the Lithuanian, Latvian and Estonian counterintelligence services. The text’s authors break down the various estimates and interpretations of the Russian threat, which the three services link to Russia’s desire for regional domination. In response to the threat, the authors familiarly call for increased cooperation among NATO member states.
