This text analyzes NATO’s Warsaw Summit decision to strengthen its southern flank and the impact it might have on Libya. In the latter case, the Alliance’s internal stabilization efforts will focus on buttressing up the fractured country’s central authorities. At the same time, NATO will intensify its maritime operations to combat arms-smuggling and human trafficking along the Libyan coast. For both approaches to work, however, Alliance leaders will have to coordinate effectively with the EU and gain the long-term political acceptance of the Libyan people.
