This text first analyzes how Chinese ruling elites view Europe – i.e., how they see 1) the various roles the region plays in international and balance-of-power settings; 2) the EU’s uncertain march towards integration; and 3) the nature of European-American relations. The text then goes on to explore Beijing’s policy goals in greater Europe and the range of methods it uses to support them, such as pursuing bilateral relations with selected European states and participating in the 16+1 forum with Central and Eastern European countries.
