This paper analyzes the EU’s struggles to transform its Common Security and Defense Policy (CSDP) within the broader framework of the European Global Strategy (EGS). While a comprehensive agreement on CSDP reform seems unlikely in the near future, the text’s author warns that calls to establish a European “defense core” could adversely affect NATO’s effectiveness and the EU’s coherence.
