This paper examines the ways in which the Russian government has attempted to influence both the politics and policy development of Europe, with a special emphasis on France, Germany and the UK. The Kremlin’s kitbag of options include disinformation campaigns, the export of corruption and kleptocratic networks, economically manipulating the energy sector, and cultivating political allies in European democracies.
