The aim of the 16+1 Initiative, which was set up in 2012, is to intensify China’s cooperation with 11 European Union member states and five Balkan countries. This analysis explores why the progress made between these various actors has thus far been fitful at best. One obvious reason is the differences among the 16 European countries’ economies, populations, and market potential.
