In line with a 1988 bilateral confidence building agreement, each year India and Pakistan exchange a list of their respective nuclear facilities. The agreement has been implemented without interruption since its inception, making it the most enduring nuclear confidence-building measure in South Asia. However, the author of this text argues that this measure is now merely symbolic and that its stabilizing influence has dissipated. To rectify the situation, he here outlines two ways India and Pakistan could revitalize the agreement to make it relevant for the region´s strategic circumstances today.
