This report outlines the potential impact that AI integrated machine-driven communications tools (madcoms) could have on cyber activity in the future. The text’s author examines how certain actors might use madcoms maliciously, and posits a number of US policy recommendations aimed at mitigating potential damages stemming from such actions, including 1) that Homeland Security should introduce cognitive security elements into its cybersecurity strategy, 2) the State Department should deter malicious, state-sponsored use of madcom through sanctions and diplomatic pressure; 3) Congress should immediately amend the Privacy Act to allow government agencies to conduct analytical analysis online; and more.
