The author of this report argues that much remains to be done to encourage greater coordination, deconfliction and information sharing between NATO and the EU. The forty-two steps outlined in the common conclusions to the 2016 Warsaw Joint Declaration are a promising start, but more must be done, including countering hybrid threats and addressing the instability in Europe’s southern neighborhood.
