In light of the UK’s upcoming Brexit vote, this paper examines the arguments which both sides of the campaign have made about the country’s diplomatic, military and economic future. The text’s authors ultimately conclude that in a world of renewed great power competition and uncertain security challenges, the choice is clear: Britain must help to write the rules of the 21st century as a leading force in the European pole of an increasingly multipolar world. Otherwise, it faces a future as a global outrider who will have to scramble for openings in a global system run by others.
