This report 1) explores the waves of protests that have hit the hydrocarbon-rich southern part of Algeria since 2013, and 2) how the authorities have tried to maintain a tenuous peace in the area by relying on handouts and repression. To ensure a prolonged peace, however, the text’s authors contend that the Algerian state needs to clarify its policies, communicate more effectively with local protestors, and address underlying governance issues.
