This publication argues that the latest incarnation of the Abe administration has indeed shifted away from past policies that embraced limited international engagement and a strictly defensive military posture. By adopting this new tack, Tokyo has 1) assumed a more active role in its own national security; 2) reemerged as a prominent player in global affairs; and 3) opened the door to new strategic partnerships, particularly with European governments and supranational institutions such as the EU and NATO.
