This issue of the RAD analyzes Russian policy towards two maritime areas. The first piece assesses Moscow’s obstructionism within the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR), which is thwarting a consensus decision on creating a marine protected area for the Ross Sea and East Antarctica. The second article then outlines how the recent Russian-Chinese naval exercise, “Joint Sea-2016,” marks a significant pro-Chinese shift in the Kremlin’s position on the territorial disputes in the South China Sea.
