This paper focuses on the formal and informal supervision of Russian businesses by the country’s law enforcement agencies. While high-ranking officials have continuously reiterated the state’s commitment to protecting the interests of Russia’s business community, the truth is that the country’s institutions have repeatedly failed to protect ownership rights. Further, recent efforts to reverse this problem (and others) have not managed to improve the lot of entrepreneurs and the overall conditions that are necessary to conduct business.
