According to this commentary, The Syrian regime’s strategy of using sieges and bombardments to regain rebel-held areas is also enabling it to eliminate alternative, civil society-based governance structures that have arisen to meet local needs. The problem, according to the text’s authors, is that marginalizing these decentralized actors and structures will pose a major risk to Syria’s future. They’re not only needed to implement any potential political agreements that are reached, they’ also serve as ready alternatives to the so-called Islamic State (IS) and other Islamist groups.
