This paper reminds us that implementing Security Sector Reforms (SSR) isn't easy, particularly because of lack of technical capabilities, limited political will, societal tensions, and donors who ignore local contexts and then try to impose their own agendas. One way to strike back at these problems is to encourage consensus-oriented dialogue, negotiation and mediation, which can lead to more legitimate and sustainable SSR outcomes.
