The European Commission embodies and upholds the general interests of the EU and is the driving force in the Union's institutional system. Its four main functions are to 1) propose legislation to the EU Parliament and EU Council; 2) administer and implement community policies; 3) enforce community laws (jointly with the Court of Justice); and 4) negotiate international agreements, primarily when dealing with trade and cooperation.
